You are correct in saying that we do not notice the speed at which the earth is spinning because we are maintaining our velocity (no acceleration, therefore no force.)
This is an example of a slow sand filter (http://en.wikipedia.org/wiki/Slow_sand…) and they are awesome!
The larger rocks serve as a support layer for the fine sand; the top layer is doing all the filtering. This is a fairly common water filtration setup, look up "slow sand filters."

I did some work for this guy (cutting sensors out of a PC board) as an undergrad tech in the UCSD cleanroom. When he told me he was trying to implant them in a contact lens that would magnify when the user blinks, I was like "Sure dude, good luck getting that to work." I'm glad science proved me wrong!
