Work-to-rule is a great way to go. If workers only do what they are contracted for, everything slows down. Management gets a lot of free labor from us. 

No. They aren’t. And what are they doing now to buy groceries. Lots of public employees don’t make a lot of money and live paycheck to paycheck. Contract workers? They are SOL. 

The private sector NEVER does it better. Privatization results in job insecurity, loss of benefits, and contract work. That is not all it does.
