From what I can find you're mostly right. A fighter with crossbow expert would be better strictly with the hand cross bow. At level 5 he gets 3 attacks per turn, and can action surge to 5, all with a single hand crossbow.

With action surge a fighter using hand crossbows is still probably better in combat.

The problem is they aren’t even the best class if you want to shoot arrows, fighters still are. It’s tough because they seem like the best multi-role character, but if you have a fighter, a bard, and a rogue, the ranger is completely useless.
