As you can tell from my user name, I have some knowledge of Pokemon but even I don’t know what “level-three Rattata” means in this context. Rattata are not rare. They’re Gen 1 but not a starter Pokemon. They’re not an “old” (i.e., fossil) Pokemon. I don’t get it.
