It would be quite a stretch, because this is taxing and state spending. And it would seem arbitrary (a state can give tax breaks to Toyota for building a factory, but not for the Braves building a stadium). Can you imagine a federal law limiting how much a state could spend on libraries, for instance? I doubt any bill…

But the collective bargaining agreements in essence come down to sharing revenue (to some extent by percentage - maybe 50/50) and everything else is sort of peripheral. Might be wrong, but that's what I remember from the last work stoppage.
Well the owners and players share revenue, and newer stadiums = more revenue - I'm no expert but I'd say indirectly the players do benefit.
