Literally NO part of this sounds like a good idea. This just SCREAMS creepy demonic computer program that possesses your computer and steadily drives you insane as you just “keep on moving down the hallway”.
That's not how taking money from you works. If you max out everything too soon, you'll feel like you've completed the game and move on. And are less likely to buy an expansion. Not saying that's a good business decision, but it is a business decision.

Xur should be a permanent fixture, available 24/7, with an inventory that changes every 3 or 4 days. Another option would be to make certain rare exotics available for short periods of time every day, but they rotate which ones. Include Raid weapons, materials, and gear in the offerings.
Xur's weekend-only schedule also screws up some key bounties. "Take weapon/item to Xur." Okay. It's Sunday night. He's gone. Now I have to wait 5 fucking days. Great.
