I called my insurance's mental health division and asked for names within a certain geographical area, who can work with a college student, are experienced in CBT, and can deal with my specific issues. Results may vary for you; my insurance company is a local HMO that tends to be very easy to deal with.

Instead of essentially criminalizing this event, why not work with students to make it safer? Do awareness campaigns on the signs of alcohol poisoning, have security staff on hand to make sure nothing gets terribly out of hand, and just deal with it as it comes. It sounds like the sanctions have mixed effects…
There is not a single thing in here I do not love. Racetrack clothing (and hats!) are among my favorite things.
