@ithyphallus, 13382: Better to shoot first and see if they were civilians than to turn a blind eye on a group of armed terrorists because 'they didn't look suspicious'.

@Travakh: The biggest point behind it is to put a limit on how openly violent your war-actions will be, in that by saying "We will commit acts necessary, but humane considering it's situation" you garnish more allies.

@Jesse in Japan: In Half-Life: Opposing Forces, if you shoot any of the training officers during the tutorial you're put into an in-game jail cell.

I don't know about the rest of the world - but I'm getting really tired of the overplayed "BEGINNING OF THE END" and similar phrase bullshit.
