I once had a gf who owned a Yugo. One thing I’ll never forget: her car was equipped with A/C, but she couldn’t use it on hot days because the engine would overheat from the added load. It was as if the manufacturers didn’t understand what air conditioning is for.
They can’t take solace in the price difference between a Yugo and a Tesla, Yugos at least didn’t rip you off on price.

If his comprehension is that limited, then he needs to be under a conservatorship because he is unable to navigate society. Perhaps even some form of secure mental health confinement.
