Seems feasible. I imagine they roll-out a new OS with a different look but keep backwards compatibility by letting apps run in the usual size and then using the top (or bottom) bar for something like permanent-icons, or a taskbar or something like it. Or just black.

IMO the 'craze' at the time of switching would be worth it. Because those who want to do drugs likely already do it, and those who don't want to won't anyway. Only a relatively small group would go and try it.

Well sure, it shrinks a bit - a lot, actually - but never as much as it grew. It's just the body thinking "well I've used it before, might have to use it again, keep some spare skin around".
