This makes little sense. The iPhone 4 uses the same chips but the 3GS uses older hardware. I'd imagine they upgrade the iPad but not the iPhone 3GS.
That works remarkably well. My 2004 computer runs Windows 7 just fine, and it was a very budgety box, with mobo/CPU/ram/GPU bought for under 300 bucks. (the rest scrounged from parts)
