I love this theory, because it's the ultimate expression of chance. A consistent theme in these games seems to be unpredictable consequences, and if Solas really did free the people, only to have them fall? It's an excellent expression of that theme.
Actually if you played the game and payed attention I don't see how you could be confused by that ending.
