unless a rotor is too close to minimum spec or hot spotted/cracking/heavy rust, there is no reason to not machine a rotor. so then why would you rec replacing them rather than machining? because it takes zero additional time to put on a new rotor where it takes time to machine one.

I believe you are correct, I remember reading something about that when they built the 13-14 GT500, doing so in order to get the 5.8L displacement out of the bore spacing used on the modular engine blocks.
