Correct, it is not the responsibility of the game to teach manners, but it is their responsibility to govern and tend their game. If they are passive when it comes to harassment then that teaches that it is OK.
Do you really think this is being effective? I hate online toxicity as much or more so than anyone, to the point where anything competitive online, I just mute and block everything, it sucks.

It sucks that girls have to put up with this sort of behaviour. It also sucks that, being a man, I have to come read articles where I’m being “told I’m part of the problem” even though I never had this sort of attitude, but just because I have a pair of balls.
I enjoy it. The games are fun, fast, and the yearly releases provide enough variety to keep it fun for me. Been playing since MW2.
