If I was a betting man I would put money on there being blacklists just for Tor nodes that companies use to filter out most of the Tor traffic.

I think the decline in hosts has more to do with the second largest country being the US and most of that traffic being porn or pirating. I should host one and see what kind of weird stuff it gets used for but I also don’t want to go to jail so I'm not planning on it anytime soon. ¯\_(ツ)_/¯
