I think a contributing factor in all this is the credit rating game. If you know you have tier 1 credit, it's easy to find out what the rates are and getting self financed is pretty easy. But if you're not tier 1, you are at a serious disadvantage. First you have to find out what your score is. That's easier now

Well, that's an IDOT truck, not a private tow, and their primary goal is clearing the roadway, not protecting the car. That being said, with the car facing the wrong way on the left shoulder, I'm surprised that they didn't shut down traffic so that they could hook it up from the front.
