Cape Canaveral has chain link fences, if that, since the whole area is largely a wildlife refuge. Of course the security is tighter around the actual launch facilities.
I read it as cars (vehicles) actually launched in your birth year, but money no object. Assuming you can find one that’s not rusted into the ground etc. (Less of a problem for cars from ‘96).
But it’s been more than 25 years since 1976, so you an pick cars from anywhere in the world! How about a first gen Esprit?

IIRC the only time in the whole of the UK’s Highway Code that the phrase “right of way” is used is regarding pedestrians. Everywhere else, when discussing cars etc., it just talks about ‘priority’.

Still need to drive a manual to get a full UK driving license.
In the UK most driving instructors (used to?) drive diesels, mostly because they’re harder to stall. So it’s much easier to move off without touching the throttle.
