WWF might've had more penetration in the popular culture, but I'd still saw NWA was the ultimate wrestling promotion until what…1999 (when WCW started it's rapid slide into death and despair).

Just because they were poached (and I'm really trying to think of a big steal that was from NWA, Hogan was AWA) doesn't mean NWA was "lower-tier".
