Its called your right foot. the gas peddle is not an on off switch. i dirve a car with about 280 at the front wheels and its not that bad...now when i want to i can roast the tires into 3rd , but can also pull a 2.0 60ft of street tires .

I wouldn't say its a myth more so a half truth, they don't claim 15hp they claim up to 15hp in certain application,lets just say you did every mod you could think of but ran the stock air filter, buy doing the filter last you might just free up 15hp. its not imposable.

With that said with most other standers the accredited test lab can issue the certification them selves ,where as with FCC the test report from the lab has to be submitted to the FCC where the FCC then issues the

My guess would be its due to the different raidos for the diffrent networks. Also a lot of manufacturers will get units certified and released for some markets while waiting on products for other markets to approved. (FCC certification tends to take a while).
