It’s definitely both. Being a dumb ass and doing donuts where a lot people are surrounding you and not giving much room is stupid on the driver’s part. Being so close to a car doing donuts in a small area is stupid on the crowds part. This whole thing is beyond dumb and gives car enthusiasts a bad reputation.
