I certainly believe that Skylines is the greatest successor to SC4 there has been thus far, but perhaps my bias comes mainly from nostalgia, as well as the annoying predefined highway connection system when first starting a new city.
Clean fuel, and a well maintained carb go a long way for reliability.
SimCity 4 was the best city building game. Having tried the Sim City reboot (fail) as well as Cities XL and Skylines, I still miss so many features of SC4, and the depth of mods as well as the community. I'll take the depth of SC4 over pretty curved roads any day.
