Prior to the presidency he always had the ability to bully and manipulate people as a hail mary when things didn't work out his way, now that he's president there is too little power and too much light for him to manipulate things from behind the shadows.

I think it illustrated how reviled Frank was at that point of the presidency and the fact that he was taking it showed how desperate he was to get publicity. If a president was that disliked I could see Colbert digging in to him like that.
