Squirtle (and most rare Pokemon) only spawns for 5-10 mins at a time. He’llstay on radar forever but you only have a short window to actually find it. All Pokémon are on timers, some like Gyragdos spawn for about a minute and pidgey and such spawn for 10-20mins
