I wonder if they ever successfully recover Creedence tapes or briefcases full of the business papers of the unemployed?

This low impact crash death is incredibly sad. Can / should the NHTSA roll out a car registration renewal block in these situations? So that, next time the owner of a car with a life safety issue under recall (un-repaired) comes in for state inspection, it gets blocked until addressed?
