I’d bet not because if they felt guilt, then they’d have to have some sense of responsibility. If they were responsible, they wouldn’t have been flying near an area where helicopter training occurs and would have followed FAA regulations.

I sort of wonder if, in super-populous countries, that mindset is more prevalent because it’s impossible for authorities to truly keep that volume of people under control. OK, except... This is a 2009, being sold out of Georgia. So, not more than 15 years old, and not in VT or NH, so none of your “no title needed” stuff applies. Georgia requires a title transfer on sale, as do most other states, no matter how old the car is.

I have had the recall preformed. Car never used any coolant before, so I only had the head gasket replaced and not the head. The car runs exactly the same as it did before the recall, which is a good thing!
