Honestly, I re-read the comment, and I'm not sure he is talking about the parents of the perp. In the first paragraph he specifically mentions the parents of a 14 year old, which is the age of the victim.

By that logic, rape victims should be charged with indecent exposure because if they dressed more modestly, they wouldn't have been raped.
