Why is it “absolutely stupid and wrong”? If your car can’t do it then don’t. I’ve driven several cars that have a 1st to 4th skip shift feature. While it’s annoying (and can be disabled), it works fine and is perfectly smooth. It just depends on the car.

Depends on what kind of insurance they have. Unless they have classic car insurance (which can be hard to qualify for) the car would just be covered under their regular policy which would cover very little.
