They are connected to the eastern interconnection, but only through limited HVDC links that can’t help with frequency/VAR support and are limited in size. They’re also connected to Mexico through similar links.
They can import over their HVDC inter-tie links, but that capacity is limited, and can’t support the frequency (so they still need lots of local generation to prevent collapse).
