Well it’s not about you and your belief—and I’m not being snarky here—but it’s really about victims having access to resources and a legal system that follows through accusations thoroughly and promptly to bring cases either forward or dismissed (as in your friend’s case). Unfortunately, that doesn’t often happen.

Damn, I went to high school up there in the 1980s and I’m picturing this needle-strewn wasteland at my next reunion. In all seriousness, even back then heroin was a “thing” among certain crowds there and in the border towns in VT and NH.
I think it’s in part that the medical establishment finally admitted that they had created a ton of addicts and started cutting people off cold- which led many of them to start looking for drugs on the street, which leads them to od.
From what I can tell, it’s gotten much, much worse in the 5 years I’ve lived in Western Mass.
Oh, dear. Which is worse: just maintaining people and charging them s if they are being treated, or putting people through non-medication withdrawal and addiction treatment, which has been proven to be largely ineffective? So may ugly choices. Calvinism For the Win! /s

Depends on what you mean by “underground.” You might be surprised by the people in your life who are already on drugs or involved in distribution— no matter where you live or what demographic you occupy. I know I have been surprised by my close ones and I worked in rehab, albeit briefly.
It’s awful, especially on the South Shore and the Cape. I don’t know a single person here who doesn’t know a story about someone effected by the heorin problem. Lost a cousin to an OD. Seen people narcaned. It’s horrific to watch. And it seems like nothing is helping - just rearranging deck chairs on a sinking ship.
So the cheerleaders, who are also professional athletes, are supposed to make ends meet via ... what, exactly? Fucking the team and hopefully getting a few bills shoved their way in return? How nice and open-minded of these conservative fucksticks to show their support for prostitution.
