Everyone failed this girl because he was an “important person,” fuck all of them. I hope she is on the path to recovery and far away from every single person that contributed to this.

He can deny all he wants, but didn’t a friend of the daughter notice that the father was “unsettlingly touchy” with her? There’s a witness to his creepy behavior.

That teacher was a mandated reporter and should have reported it directly to the police or child protective services.  A note to the principal does not meet that legal obligation and at minimum he should be fined and have his license suspended.
