The body panels(and hood in particular) are VERY expensive to replace. I've read that the 98-02 cars are about $15k just for the hood. The entire front end could easily set you back $20k.

In my youth when I used to drive a car that I had removed the catalytic converters on and had to drive through one of these smog cameras on the on-ramp, I would just shut down the car and coast through. I always got a mini-rush from gaming the system, too.
