Good train service. The problem with buses is that in nearly every place they are used they are subjected to the same traffic/lights that cars are. Combined with express buses being a rarity and they won't take you any place fast.
That number isn't even close to 25%. The top 10 MSA's are over 25% of the country's population alone.
4th - I just moved close enough to work to be able to walk or ride a bike. I'm 31 and a few of my co-workers in their 20's don't have cars (I still have mine.) I love to drive but wasting days of your life sitting in traffic sucks.

Wow, I looked up the highway on google maps satellite view and those open-pit mines are HUGE.
