Maybe if you count the game as a whole, and if you're into the additional stuff you do besides from driving in GTA, but for the driving aspect alone, Driver is a much better action driving game.
It's still not a car game. You use cars to go from A to B, there are relatively few missions where they are involved as much as running and gunning. GTA is more like a Commuter game.
