Well, not really. Israel left Gaza to govern itself. They could have gardened, made useful things for sale, learned things. But the priority was and is to make war on a better-armed, more populous and more organized country. Stop doing that, things could get better fast.

It is hardly unprecedented for a group that espouses hateful ideologies to offer needed social services to marginal or underserved groups.
