Many Muslim women do have the choice. Put it this way - Catholic women in many countries still cover their heads going into church and married female Orthodox Jews still follow the principles of Tzniut and cover their heads. All three major religions have language about women covering their heads.

Making sure that women have a choice - in what they wear, in the work they choose to perform, in reproductive planning, how they will parent children, etc.
