Look, I’m not for one second saying that I’m ready to open up my arms and loosen up our Canadian immigration laws. We are fair, but pretty strict, and I like it that way.

Most of the Canadian provinces have had variations of those rules in place and have for a very very long time. Ontario is simply off-side and catching up.
