You wouldn’t believe some of the bullshit local papers around hear were selling a couple years ago when this whole story broke. Now they are standing around,with egg on their faces, saying, “Wait, I was right! Just a minute while I get the whole Mueller report! You’ll see! You’ll all see!”

It is strategy, they know if they issue a subpoena and he refuses there will be a long court battle and they won’t see it anytime soon.  This way they put some pressure on him without the direct threat.
