To that end, if we require all cars to come only with a manual transmission*, I'm pretty sure the accident rate will go down.

Perhaps this means automakers should be designing cars beyond what the tests simulate (see: Volvo, Subaru) rather than designing them to ace a specific set of tests and proceed to fail when a new test is added (I'm looking at you, ToMoCo).

Worked well for Volvo and Subaru, who's cars (designed before the tests were implemented) aced them.
