Any game engine could be used to make any game. An engine is mostly how software handles asset rendering and code, not gameplay. Gameplay and mechanics all boil down to code and how it’s used.

I think I remember hearing there was bans for people getting online with one of the Halo game and it was a small scandal because they were legit copies that places like Amazon just shipped early. I guess it depend on the game.
