If they pre-ordered it, they’re still getting it.  All DLC, patches, etc.  Just no new people can pre-order/buy it on Steam now until Feb 2020.  It’s literally a bunch of whiny children having tantrums.

Something like that is pretty much some dev was working on a fix for some time and didn’t merge the latest branches into their fix.  So when they pushed their crap, it reverted some of the fixes back.

They were/are working on some unannounced project, but most recently they did the Switch port of Donkey Kong Country: Tropical Freeze.  That came out in May though.
