BUT!, only if the writer wants to. Perhaps they want to embellish, exaggerate, make shit up, ... ... ... ya know ... create a fictional tale.

I do believe that the fictional world is set in the confines of fictional actual history that may or may not resemble our own actual history, therefore it does not have to actually make sense at all.

It is a smattering of thought, a sprinkling of story telling, intertwined with a myriad of fiction, meant to tickle the senses, and invigorate ones imagination.
And Harry Potter is essentially based on a completely different time line that may and/or may not line up with our real world. That’s why it is a fictional tale.
It’s fiction ... hence why it says in the Potterverse.
