They are comparing them to millennials. Millennials could never buy alcohol before 21 in any state. Hell, even my young-boomer dad (1963) couldn’t legally buy alcohol before he was 21.

It is that though. It’s true that alcohol sales overall are down amongst Gen Z vs those who came before them. I’m not saying that it’s good or bad, it just is.
Some of us enjoy alcoholic beverages for reasons beyond the mind-altering effects, that part is just a bonus. Also, not everyone who drinks gets hammered every time.
