Have you tried finding a good pair of noise-cancelling headphones or ear plugs? I'm guessing you probably have, but it doesn't hurt to ask. Combine that with a relatively quiet vacuum and you might be able to handle the noise levels better. I've never heard of a vacuum that was both quiet and effective.
