The description of the app says that it uses Google's voice recognition, so if Voice Actions doesn't understand you, it's not likely Jeannie will either.

Actually it's probably as bad for driving as drinking, coming from someone who smokes infrequently. My reaction times are slowed down, and I get prone to easy distraction. But drinking is legal and regulated, so that's certainly not a valid reason to keep it criminalized.
