Am I correct in assuming that these companies that copy designs get a hold of the original specs and reverse engineer them to create their own knock-off version? I can't imagine these companies are innovating and just making them without any internal specs correct?

@Mascott: I did play Oblivion and now that of you mention it, there were only like 3 voice actors for that whole game weren't there. I can't image it's that hard or expensive to add a couple more voices, but what do I know about development.
