I think the video submitter is correct that many drivers would correctly judge, as the car did, that there was plenty of time and clearance for both car and pedestrian. The rules are working (as intended), but the rules were put in place far too soon. It’s the same concept as me punishing my kids for not cleaning their room, 0.05 seconds after I told them to go clean their room.
