I don't think DC actually has a Jay Garrick anymore. They jettisoned their Golden Age history when the "New"52 line took over. Not according to the Batman movies starting with Keaton up to Bale. Batman is a "ninja". Barry Allen should be in police forensics, as a character. But I don't know what "Kid Flash" is in this new CW soap opera.
