I had the exact same thought the other day.

I remember when I used to take breaks and then I'd come back and it'd be even worse. I have a dummy account with none of my real information just in case I need to reach someone I can't find otherwise. I've been in it three times in the past couple of years and each time I'm astounded that people bother with it.

I think it's mostly one person. But I also think some other people do it to people or sub blogs they don't like because they know it will get blamed on the unsharer.

I'm still happy about it all this time later. I feel like most people I know who use it a lot complain about it all the time and say they want to quit.
