I'm not sure if it's "legal," per se, but nobody judges you for going to a farm and buying "farm fresh eggs." My understanding is that in order to commercially sell them, they need to go through that process, but if you choose to buy from a local seller, there's usually no issue.

You can certainly find local farm eggs if you look for them, but it's rare to find them at a supermarket. For commercial sale, it's mandated that they're processed beforehand. That said, if you leave a major city, you can find unprocessed eggs on almost any farm.
