My best guess is that this is related to a desire to control the trademark of the uniforms. The teams will argue that the uniform colors are part of their protected trademark, and enforcing it against the players might give them (marginally) stronger trademark protection?

given that the primary users of such a machine in Communist East Germany would have been workers in forestry or agriculture, the slow speed isn’t necessarily a problem. You’d use these to lug whatever you needed to a rail depot, or even a loading area where they could get loaded onto bigger trucks.
